As part of the "new translation" entry point (T241590) from the Translation Dashboard, users can start a translation of a section for an article of their choice.
For cases where the selected article does not exists, on mobile the option to create it can be supported by translating the lead section as any other regular section. That is, users will be provided the option to start a new article, and they will access the mobile editor with the contents of the lead section. Publishing will create the new article.
Additional considerations:
- Starting a translation will skip the "pick a section" and "preview the contents" steps since there are no target contents to compare.
- Publish settings need to be adjusted to reflect that a new page will be created.
