[Epic] Evaluate which editing interface should be shown by default

Description

Defaults impact how contributors experience editing Wikipedia. Defaults also express unspoken assumptions. Assumptions in this context, about which editing experience will cause the greatest number of new contributors to start and to continue productively contributing to Wikipedia.

This task represents the work involved with determining which editing interface, across platforms, is "best" to show to people who do not have an existing preference set.
