Special:Unblock is just a simple form for unblocking a given username. Unlike with Special:Block, though, navigating to Special:Unblock/Username will not show the block log. You have to click on a sidebar option to go to Special:Block or Special:Contributions to see a block log.

The patch pending for T160233: Enable administrators to update block logs creates a BlockLogSpecialPage class that should make this pretty easy
T160233 is marked as stalled and is noted as requiring an RfC at minimum, with a chance of not happening at all. I wouldn't think this needs to wait on that unrelated process.
I'm not sure where you see a minimum RfC requirement - this was already discussed at https://meta.wikimedia.org/wiki/Community_Wishlist_Survey_2016/Categories/Admins_and_stewards#Enable_administrators_to_update_block_logs
T160233#5907969 explicitly states that needs more buy-in, so this definitely shouldn't wait for that.
