Clicking on links to the same page inside of a reference preview

Description

Since footnotes can contain links to section on the same page or even other footnotes the question is, what should happen when a user clicks such a link.

At the moment, all links the user clicks inside of a reference popup will open in a new window/tab. - For links to the same page this might not make sense.

The question came up while discussing T215195

Note: Page-Previews do not share that issue because they do not show links in the preview text.

Event Timeline

If possible links to sections or footnotes within the same page should not open in a new tab.

Can the ticket priority be high? This makes the tool completely useless in the current state.
