Description

A user is on User page (in this case, non-existing page User:ET22) and submits a Help panel question (no edits are done on the user page). If the User page title is included with the question, it'll be displayed in the header on Wikipedia:Help desk (see https://en.wikipedia.beta.wmflabs.org/w/index.php?title=Wikipedia:Help_desk&oldid=prev&diff=388196)

A user from whose page was included in the title will receive two notifications about being mentioned:

Note: if a link - [[User: Some User]] - is added on a normal page, it does not trigger a mention notification.

Since T203893: Deduplicate mention and mention-summary notifications for the same edit refers to a different venue for triggering duplicate messages, it'd be worth to keep this issue separate (especially, since it is in the context of the newly introduced Help panel).
