The help panel is a feature that allows newcomers to post questions directly to their wiki's help desk while they are in the middle of editing a page. One of the most important things is that the responders ping the newcomer, because the help panel tells the newcomer to watch their notifications or email inbox for a reply. If the responder doesn't ping the newcomer, they will likely never find out about the response.
@Urbanecm had the idea that an AbuseFilter could be set up to restrict responders from posting without it containing a ping. If he wants to set it up for his wiki, that is great.
