Problem
This was tested on the beta environment on November 1, 2018.
Defect: On the beta environment, if a CheckUser is partially blocked they cannot use the CheckUser tool on the wiki.

An error message detailing the partial block is shown instead.

If a user needs to be blocked, does it really merit the amount of trust that is needed for holding the CheckUser privilege?
While this is a fair comment from a social point of view :) it IMO does not affect the validity of this bug. It's still not functioning as it should.
Arguable for sure but a decision for the local community, the idea of partial blocks is that they would have the flexibility to say "you can't edit that page/those pages but you can do everything else" and so other actions (including admin actions) should still work especially not involving that page.
