Additionally to the measure discussed in T184948, we should have parameter like "maxLag", which acts on replication lag.

With that a bot can specify that they don't want to edit if the dispatch lag is over a certain number of seconds.

This parameter might be called "maxDispatchLag" and should apply to at least all Wikibase api actions… but probably just for everything, like "maxLag" does.
