MediaWiki should default to using RemexHtml for tidy

Description

As part of the effort to move away from tidy, MediaWiki core should default to using RemexHtml as the tidy implementation, starting with the 1.31 release. We should have documentation on how people can identify errors and rendering differences on their wiki (ParserMigration, Linter, etc.)
