The personal email blacklist we can set up in our preferences should be global for all SUL wikis. There's no point in not doing so, otherwise the persons you want to prohibit from sending you email can simply go the another SUL wiki and abuse the feature from there. Experienced this already. We investigated this in T171624: Investigate making Mute cross-wiki and decided that it would be an incredibly large time investment for our Anti-Harassment Tools team, so we decided to create T167902: Build a unified, cross-wiki Mute feature for multiple types of on-wiki and email communication to keep in our backlog for future prioritization.
