We have disallowed merging of items which are linked to each other in the main snak. Based on feedback we should maybe also disallow merging of items that link to each other in qualifiers and references.
It should be possible to explicitly override this using the the a flag in the ignoreconflicts parameter.

Nice find, @matej_suchanek. Please mind that the associated patch (see T199314#4455625) does not consider the ignoreconflicts setting mentioned in the description.
https://gerrit.wikimedia.org/r/448027 implemented this as a by-catch for T199314, however it is not possible to override it via ignoreconflicts.

It was a conscious decision to only check the main snak for cross-references. But one of the "let's see if this is good enough" kind, not of the "it has to be that way" kind. See T118322#1830870.
