🏭🌱 Decarbonising Europe’s industry is essential for becoming the first climate-neutral continent on Earth. A substantial part of the European basic materials production such as cement, steel and chemicals happens in industrial clusters in north-western Europe. The ARRRA (Antwerp-Rotterdam-Rhine-Ruhr Area) cluster produces 40% of all chemicals in Europe. The ARRRA cluster, as shown on the map, offers significant opportunities to demonstrate the effective provision and use of interregional climate technologies and infrastructures for the decarbonisation of heavy industry. As CCS projects in the ARRRA cluster transition from planning to deployment with support from EU funds, policy support at European, transnational, and national levels is crucial. This support is needed firstly to further de-risk investments in CCS, and secondly to ensure the coordinated deployment of CO2 transport and storage infrastructure across regional borders. ❗ We urge policymakers in Belgium, Germany, and the Netherlands to continue and accelerate their efforts to unlock the potential of CCS for decarbonising their industrial sectors. ⬇️ The below map of CCS infrastructure in the ARRRA cluster was created in collaboration with the Clean Air Task Force. Bellona’s take on the Monitoring and Reporting Regulation amendment to the EU ETS revision🔽 In our consultation response, we highlighted the following key points: ✅ These changes mark a constructive step towards transparent & comprehensive reporting of all emissions, including from fuels containing zero-rated carbon fractions However... 🔍 All emissions to the atmosphere affect the climate & further steps should be taken to penalise any emission that ends up in the atmosphere. 🚛 We're concerned about the exclusion of CO2 transported for non-geological storage purposes in these monitoring rules, which could create loopholes. We urge the European Commission to ensure consistent monitoring and reporting for all #CO2transport. ✈️ Non-CO2 aviation effects should be monitored on all flights arriving and departing from the EU, to improve the scientific understanding of these impacts.
