Capital Markets Malaysia (CMM) is the brand name of the Capital Markets Promotion Council (CMPC). The CMPC was established in 2013, as part of the efforts of the Government of Malaysia and the Securities Commission Malaysia (SC) to promote the country's value proposition to the world. The SC officially launched the CMM brand in 2014, to drive the domestic and international profiling of the Malaysian capital markets – as a multi-faceted landscape with an extensive array of conventional and Islamic products, supported by a strong governance framework. CMM plays a pivotal role in ensuring efficient coordination between the various stakeholders vis-à-vis showcasing Malaysia’s capital market expertise to global investors, issuers, intermediaries and other market participants. In line with its mandate, CMM actively engages with both local and foreign players to facilitate their involvement in the Malaysian capital markets via issuances and investments.

Malaysia continues to lead the 2024 IPO capital market for ASEAN bourses in terms of total IPO funds raised in the first half of 2024 (1H 2024) with US$450 million according to a report by Deloitte. IPO funds raised in Malaysia accounted for 33 per cent of the region’s US$1.4 billion in proceeds raised for the period under review. The Malaysian edition of Unlocking capital for sustainability is currently underway at Securities Commission Malaysia in Bukit Kiara, Kuala Lumpur! A key topic this morning was the urgent need for capacity building among SMEs to navigate increasing climate-related disclosures and sustainability reporting standards. As Eco-Business Founder and Managing Director Jessica Cheam mentioned in her opening remarks, while it is imperative for companies to “prioritise building capacity in their organisations and to upscale their workforce for a rapidly evolving landscape”, it is the SMEs - the backbone of Malaysia’s economy - that are the “heart of this effort.” As to what drives SMEs towards sustainability-related disclosures and to decarbonise, Navina Balasingam, General Manager at Capital Markets Malaysia (CMM), noted in the opening plenary that SMEs are compelled to disclose for two reasons: a) they’re being compelled to do so by their customers; 2) they see a competitive advantage in becoming more sustainable. She further added, “the one thing we see that can drive SMEs is when an anchor [company] is willing to support the progress and to be responsible of their supplier's sustainability journey, it really does move the needle.” Missing out on the event? Malaysia's Employees Provident Fund EPF Malaysia has published the EPF Sustainable Investment Stewardship Policy, becoming the first institutional investor in Malaysia to publish a standalone stewardship policy for sustainable investment. The policy outlines the processes and guidelines the EPF follows to promote good sustainability practices among its investee companies and external fund managers. This aligns with the United Nations-supported Principles for Responsible Investment, which define stewardship as institutional investors using their influence to maximise overall long-term value, encompassing economic, social, and environmental assets essential for returns and the interests of clients and beneficiaries. The policy covers approaches to key stewardship areas, such as monitoring, engagement and escalation options, in efforts to align companies with its sustainable investment policies and improve management of material ESG risks and opportunities.
