A question regarding U4C special elections

I would like to inquire whether a candidate recently banned in their native Wikipedia (the blocking is finished now) can still be elected to be part of U4C?

My name notlisted

[edit]JSutherland, Hi and I've was tommarrow singed General Confidentiality Agreement - Nonpublic Information (English) (L37) and I see my user account name was not added in the Access to nonpublic personal data policy/Noticeboard page , so, can you check it why my username was not added in the noticeboard and can you add my username on the list.
