This is not an open proxy, pls check again. Tks --220.255.2.136 17:29, 1 November 2012 (UTC)
- You are correct, as it is an internal proxy for SingNet. That said there is no global block 220.255.2.152. Presumably it is a local block at one of the wikis, so you will need to ask there. — billinghurst sDrewth 11:30, 5 November 2012 (UTC)

Global unblock for User:96.46.249.211
Description, evidence, diffs, etc.
- THIS IS AN "IP" OF A US PUBLIC LIBRARY, LOCATED IN BROWARD COUNTY - FLORIDA. PLEASE CONTACT THE LIBRARY MANAGER: IT IS AGAINST THE US LAW TO BLOCK A PUBLIC SERVICE. USER VITUZZU SEEMS TO PLAY WITH THIS SERVICE AND HAS BLOCKED IT UNTIL "20121219203546".This is a repetition of an unanswered question done last october 6, 2012 and archived after a few days with only a strange comment.User:Vituzzu has been accused of similar wrongdoing in the Italian wikipedia (and even processed there for his reelection as sysop). —The preceding unsigned comment was added by 96.46.249.211 (talk) 16:15, 10 November 2012
- This IP is blocked for being abused by the long-term vandal Brunodam. So unblocking is not a good idea imho. Trijnsteltalk 16:20, 10 November 2012 (UTC)
- Who is Brunodam? This request is done by a US public library manager.
- And, Wikimedia has the legal right, as a private website, to restrict anyone from accessing any part of its websites, so it was perfectly legal for Vituzzu to block it.--Jasper Deng (talk) 20:44, 10 November 2012 (UTC)
- I hardly believe "a US public libray manager" would have done the same writing mistakes of Brunodam's. --Vituzzu (talk) 23:03, 10 November 2012 (UTC)

- Done To note that there is a long term vandal abusing from this address, so it may reappear, depending on the abuse. There may also be local blocks in place, I didn't check. Please revisit and continue the conversation if a block reoccurs. — billinghurst sDrewth 07:48, 18 November 2012 (UTC)

Since all customers of this ISP use the IP to access the internet, the global block affects everyone who tries to edit Wikimedia. --chinneeb-talk 09:50, 12 November 2012 (UTC)
- Wouldn't this just be an individual user of that ISP? Usually, each ISP customer has a unique IP address within a range owned by that ISP. Is this not the case in Mongolia?—68.208.127.1 19:05, 17 November 2012 (UTC)
- No, users get addresses by DHCP, which is then NATed to the outside world via a pool of addresses owned by the ISP. The addresses seem to be periodically changed, though, mine has changed (so I can edit again), but I presume the users who've gotten the blocked address now won't be able to edit. --chinneeb-talk 06:22, 18 November 2012 (UTC)
- I have removed the global block BUT please would you be so kind to contact your ISP and point them to http://www.stopforumspam.com/ipcheck/180.235.163.20 and ask them to attend to the problem of the spammer. If the spamming restarts, then we will need to block it again. — billinghurst sDrewth 06:56, 18 November 2012 (UTC)
- Closing as done, though would like contact with ISP to occur. — billinghurst sDrewth 12:53, 23 November 2012 (UTC)

- Apache server, which is not a Open proxy, is running.
- A user comes to the IRC channel #wikipedia-ja-unblock where talked about unblock of Japanese Wikipedia, and said want to edit on this IP. The IP has also blocked on jawiki. Then unblocked on jawiki, but the global block prevents the user's edit. --Ohgi (talk) 16:30, 14 November 2012 (UTC)
- Hosiryuhosi disabled the global block on jawiki. I did not know the local disabling of global block. --Ohgi (talk) 16:52, 14 November 2012 (UTC)
- It is unusual for editors to be operating from a web server, and the security seems to have been broken at a point on the server[2] in July, August and September. What guarantees do we have that the security will be able to be maintained so that we are not again to have spambots hit us, and especially when the last time it took a long time to resolve the problem. — billinghurst sDrewth 07:44, 18 November 2012 (UTC)
