Adminwiki
I am proposing a private wiki, where only administrators, stewards and WMF staffers can view and edit the wiki. All LTA (Long term abuse) records shall move here and should not be re-created on the wikis. Other content that should be private to only admins is also permissible. This wiki also needs to be accessible to "IP masking" in their LTA UI. Whether "IP masking" LTA access is open outside of admins or any other group is outside of the scope of this proposal. Apparently the only way to have wikipages secure from the public is to have an separate wiki (see mw:Manual:Preventing_access#Restrict_viewing_of_certain_specific_pages), so here we are.

I checked the other private wikis, and none of them where fit for purpose.
Rules:
- Administrators need to sign up to gain access
- Stewards handle removals. When a Steward request is made to remove rights, rights to this wiki are removed alongside it.
- Wikis who handle their own removals have to report them to an steward for removal of rights to this wiki.
- Stewards are allowed to use sanctions on admins of an wiki that do not report removed admins.
- Admins should not be encouraged to do actions on the wiki they are an admin on against their local wiki policy.
- Any content that has any rights of being public is not allowed on the wiki.

- Oppose Strongly opposed. There are enough trust problems within the WMF projects without creating a place for WMF employees and the volunteer administrative bureaucracy to have secret conversations. - Oppose A private wiki is in direct conflict with the openness that a collaborative project requires. As someone who spent most of the last 5 years fighting vandalism, at the expense of new content generation, I am very much aware of the problematic nature of LTAs.
