The current article focuses on three public initiatives to foster the creation of venture capital funds in Member States of the European Union, specifically the United Kingdom, the Netherlands, and Portugal. These initiatives are complementary to other public pan-European programs such as the ones deployed by the European Investment Fund and aim at bridging the gap left by private investors since the start of the financial crisis in 2008. The article describes the main characteristics of the three programs (selection criteria, terms and conditions, and results so far) and concludes with an analysis of the common traits of these programs and recommendations for designing public programs that foster venture capital.
