There is a lot of ways to tease. For a girl as young as Olivia, an easy and obvious way when walking around outside would be to give someone a wink, a smile, and a peek at something they should not be looking at but the opposite works just as well.
They are walking along the coast with almost nobody around. It would be easy for her to tease him, to let the wind do her job for her and give him the hint that she is not wearing anything under that skirt. If anything, he is expecting it. And so, she does not do that. Instead she catches her skirt every time the wind picks up, with barely a smile given to let him know she is aware of what she is doing.
The way his curiosity and desire to see more of what she is hiding conflicts with the rational parts of himself to make sure they are not caught if someone appears causes a rather intense feeling indeed.
All teasing must be replied too... "Hello there... What is a nice mousie girl like you doing in a place like this?" And take it from here, hoping she would go with me and more teasing to be conducted...
