First understand if it’s a competency issue , indecisive issue to prioritise or issue with commitment & attitude. Based on the assessment, if it is a competency issue then replace the resource if u find difficult to up-skill, if it is a inability to prioritise, then provide support and guidance on how to decide and prioritise the tasks , if it’s a attitude and commitment issue then replace . Also try to understand if this is a temporary scenario due to a personal issue in his private life scenario, then provide moral support so that he or she overcome the same and deliver again efficiently within the timeline.
