Resilient Housing for All Loan Fund

PUBLIC NOTICE: The District intends to provide affordable housing developers with low-interest loans to complete substantial rehabilitation projects including structural floodproofing, drainage improvements, and energy efficiency upgrades. Funds will be made available through FEMA’s Safeguarding Tomorrow Revolving Loan Fund Program, implemented under the authority of the Safeguarding Tomorrow through Ongoing Risk Mitigation (STORM) Act.

Program Overview

The Resilient Housing for All Loan Fund is designed to award loans directly to eligible affordable housing developers to complete substantial rehabilitation projects that enhance resilience.The District intends to provide low-interest loans to make substantial rehabilitation projects including structural floodproofing, elevating machinery and equipment, drainage improvements, and building upgrades to exceed DC Construction Codes requirements (i.e., energy efficiency improvements).

Notice of Funding Opportunity:

The Federal Emergency Management Agency (FEMA) released the Notice of Funding Opportunity (NOFO) for the Safeguarding Tomorrow Revolving Loan Fund (RLF). Through this program, FEMA will provide grants to states to establish revolving loan funds which will then be used to finance various types of resilience projects.

Homeland Security and Emergency Management Agency (HSEMA), as the lead hazard mitigation agency, will apply on behalf of eligible affordable housing developers to the FEMA for this loan funds. Click the additional resources for more information and deadlines.
