PUBLIC NOTICE: The Federal Emergency Management Agency (FEMA) hereby gives notice to the public of its intent to provide assistance to reduce or eliminate long-term risk to people and property from future disasters under FEMA-4502-DR-DC occurring from January 20, 2020 and continuing. This notice applies to the Hazard Mitigation Grant Program (HMGP) implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5206 (Stafford Act).
Program Overview
Hazard Mitigation Grant Program (HMGP) is a grant that requires a federal disaster declaration. The purpose of HMGP is to help the District implement hazard mitigation measures following a Presidential Major Disaster Declaration requested by the Mayor.
The key purpose of this grant program is to enact mitigation measures that reduce the risk of loss of life and property from future disasters. The primary guidance document for this program is the Hazard Mitigation Assistance Guidance. HMGP is authorized under Section 404 of the Stafford Act.
Notice of Funding Availability:
On Aug. 8, 2021, President Joseph R. Biden, Jr. announced $3.46 billion in mitigation funding for 59 major disaster declarations for COVID-19 global pandemic. FEMA’s HMGP will provide funding for states, territories, and tribes to maximize their investment in mitigation measures that result in safer and more resilient communities.
Homeland Security and Emergency Management Agency (HSEMA), as the lead hazard mitigation agency, will apply on behalf of agency partners to the FEMA for this grant funds. Homeowners and businesses cannot apply for a grant; however, an agency partner may apply for funding on their behalf. Click the additional resources for more information and deadlines.
