About us

The main functions of the Construction Industry Council (CIC) are to forge consensus on long-term strategic issues, convey the industry’s needs and aspirations to government, provide training and registration for the construction workforce and serve as a communication channel for government to solicit advice on all construction-related matters. The CIC was formed on 1 February 2007 under the Construction Industry Council Ordinance (Cap. 587). The CIC consists of a chairman and 24 members representing various sectors of the industry including employers, professionals, academics, contractors, workers, independent persons and government officials.

Ir YEUNG elaborated his vision on applying New Quality Productive Forces in smart construction, denoting that a city-wide common digital platform should be put in place in the long term via a concerted effort of enhancing companies’ digital competency and hence uplifting industry-wide standards, ultimately creating a safer and more sustainable future. Mr. TAI then envisaged that with the advent of New Quality Productive Forces, the construction industry could bring forward a change in culture, adopting more innovative and efficient construction practices to suit the smart city development of the modern age, and elevating the overall efficiency to an unprecedented level. Ir Prof. Thomas HO, Chairman of the CIC, led nine digital twin leaders to share their expertise in digital twin implementation. Chairman HO encouraged the industry to embrace construction digitalisation to enhance the quality and efficiency of projects while technology enhancement cannot be stopped. In the summit, digital twin leaders from project clients, consultants and contractors shared their digital twin stories from various project aspects. They generously shared their experiences on 👩💼 project management, 🏗️ on-site control, 🏢 asset management, 💰 cost management and 📊 data usage in projects. Ir Albert CHENG, Executive Director of the CIC, along with representatives from the CIC, engaged in discussions yesterday with officials from the Development Bureau, representatives from the Hong Kong Monetary Authority, the Hong Kong Association of Banks, the Chinese Banking Association of Hong Kong, and more than 20 stakeholders from both the construction and banking industries, aiming to convey their concerns on recent financing challenges and foster understanding and communication between both sectors. The construction industry is a crucial driver of Hong Kong's economic growth and social development, with an annual construction expenditure forecast exceeding HK$240 billion and employing over 500,000 people from professionals and managers to frontline workers. During the meeting, the CIC and industry representatives shared the funding needs of contractors and subcontractors when undertaking construction projects, as well as the cash flow challenges the industry currently faces which require banks to provide more flexible assistance. The banking sector representatives were affirmative in continuing their support for Hong Kong's infrastructure development and their commitment to providing essential financial resources to bolster the construction industry. Following this meeting, the CIC will continue to serve as a communication platform between the construction industry and the banking sector, arranging follow-up meetings between banks and the industry representative to solicit the required assistance. The Development Bureau also committed that, where appropriate, to implement more frequent payments to contractors for ongoing public works projects to help improve the construction industry's cash flow.   • 𝐏𝐢𝐨𝐧𝐞𝐞𝐫𝐢𝐧𝐠 𝐒𝐚𝐟𝐞𝐭𝐲: 4𝐒 𝐋𝐞𝐚𝐝𝐢𝐧𝐠 𝐑𝐌𝐀𝐀 𝐢𝐧𝐝𝐮𝐬𝐭𝐫𝐲 𝐢𝐧𝐭𝐨 𝐚 𝐍𝐞𝐰 𝐄𝐫𝐚 Since the launch of the Smart Site Safety System Labelling Scheme (4SLS) in May, more and more construction projects have fully implemented 4S to ensure a higher level of safety. Recently, Ir Prof. Thomas HO, Chairman of the CIC, visited one of the pioneering “Repair, Maintenance, Alteration, and Addition (RMAA)” sites that are using the 4S system. The renovation project of the assembly hall at Tuen Mun Government Secondary School by Cheung Hing Construction Co., Ltd., adopts a wide range of 4S products, such as smart watch, smart helmet and smart e-lock. They also monitor workers’ health condition and safety via central management platform, and provide light-duty working platforms to enhance safety. Ir Prof. Thomas HO praises the project team as pioneer in the adoption of 4S in the RMAA industry. Our experts and competitors are squared away for the competition, and they will set off for Lyon next week. Upon arrival, they will assess the venue and be ready to perform their best and compete with other fellows. To support the competitors, Hong Kong Institute of Construction (HKIC) has set up a cheering area for lecturers and students to write down their cheering messages, wishing the competitors to strive for the best results in the WorldSkills Competition!   • 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝘃𝗲 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝗶𝗲𝘀 𝗘𝗻𝘀𝘂𝗿𝗶𝗻𝗴 𝗦𝗮𝗳𝗲𝘁𝘆 𝗮𝗻𝗱 𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝗰𝘆 𝗶𝗻 𝗖𝗞𝗥 𝗖𝗲𝗻𝘁𝗿𝗮𝗹 𝗧𝘂𝗻𝗻𝗲𝗹 The Central Kowloon Route (CKR) is a signature project under construction in Hong Kong, featuring a 4.7 km long dual 3-lane trunk road connecting the West Kowloon reclamation and the Kai Tak Development. Ir Prof. Thomas HO, Chairman of the CIC, along with other CIC Council Members and industry representatives, visited the major tunnel construction of the CKR project—the CKR Central Tunnel. Bouygues Travaux Publics, the main contractor of the tunnel project, presented their innovative technologies and solutions for tackling the constraints posed by the complex underground conditions and surrounding environment. During the construction of the 2.8 km long dual 3-lane tunnel, with the deepest part more than 100 meters below the ground surface at Ho Man Tin, safety was the top priority to ensure the lives of more than a thousand workers inside the tunnel. Prior to the launch of the Smart Site Safety System (#4S) earlier this year, the project team had already invested in and applied numerous innovative and advanced technologies in the signature tunnel project to create a safe environment for workers. As the tunnel was situated deep underground and telecom signals could not be received inside, the project team installed a Wi-Fi network as a backbone for communication and IoT, covering the entire tunnel area. Furthermore, with a well-established communication network, an Omniscient Worker Management System was applied for every worker entering the tunnel area, enabling the location tracking of every worker and prompt initiation of rescue operations in case of any accidents. An Artificial Intelligence (AI) Camera on Tunnel Wheeled Vehicles was also adopted in the tunnel area to alert and avoid potential man-plant collisions. With the aid of the AI camera, no man-plant collisions have occurred throughout the whole construction period, despite the cramped environment in the tunnel area. #CIC #ConstructionIndustryCouncil #Tunnel #CentralKowloonRoute #InnovationTechnology #IoT #AI
