Dark mode was added to web help in zowe/imperative#802. Currently it is automatically triggered if system-wide dark mode is enabled. For example, on Windows the setting can be found in Settings -> Personalization -> Colors:

Zowe docs site has a toggle button in the top bar that allows users to pick between light and dark mode. Please upvote this issue if you'd like to have a similar toggle in the web help.
