Describe your changes

Please include a summary of any changes.
Updated the where clause in cms_hcc__int_members to include all members that had eligibility during the relevant time period. It had previously excluded members that had enrollment spanning beyond the payment or collection year (i.e., they had multiple years of uninterrupted enrollment).

How has this been tested?

Please describe the tests you ran to verify your changes. Provide instructions or code to reproduce output.
