Adds support for PHP 8.2

  • Added permissions to both workflows
  • Changed the PHP version matrix in tests workflow
  • Updated php-cs-fixer config and commit message for code style fixes action
  • Removed cache step from tests workflow, added problem matchers instead (for better error reporting)
