This PR bumps the LLVM version we use on our macOS and Windows CI to 10.0.0, fixing a breakage we noticed today:

We probably want to bump the linux clang builders to 10.0 at the same time? That's a perf-sensitive change (just like this one) though I imagine.

Haven't the download urls moved to the GitHub with LLVM 10?
Also we should be using LLVM 10.0.1 which has couple bug fixes.

@mati865 I couldn't find neither the Windows installer nor the clang llvm macOS tarball for 10.1.0.

The latest failure was because LLVM 9's x86_64-darwin-apple was renamed in LLVM 10 to x86_64-apple-darwin. Fixed the URL scheme in the latest commit.

Right, I had forgot they don't make prebuild binaries for point releases for Windows. Linux and mac 10.0.1 are available: https://github.com/llvm/llvm-project/releases/tag/llvmorg-10.0.1

Let's keep the version in sync between Linux/macOS and Windows, unless there are 10.1.0 bugfixes affecting us directly.
