Bug description:

Irregular holdings generate interruption of the job creating the late issues.

Job name: process_late_issues

Issue identified via Sentry errors.

Expected behavior:

The job works, but not for irregular issues (pattern.frequency=rdafr:1016).

To do: exclude these issues from the job scope.
