Need to add in additional Windows dashboards to support monitoring Windows Services and Windows containers

Not moving to rancher/windows because this is primarily a monitoring/UI issue. Open an issue in rancher/windows if you need any backend changes to support additional dashboards. Thank you @jiaqiluo.

@sirredbeard although this could be considered a Monitoring issue to add new Grafana dashboards (which are held in the Helm chart, which is backend's responsibility; UI is not involved), the ask for this issue is to create additional dashboards specifically for Windows based on unique metrics emitted from windows-exporter.

e.g. if you want dashboards about the state of Windows services (such as wins): https://github.com/prometheus-community/windows_exporter/blob/master/docs/collector.service.md

I don't think this is a high priority issue and this is not related to any direct ask I am aware of (it's pretty open-ended), so we could close this out if it is not a request the Windows team wants to address at this time.

Alternatively, if we want to keep this open, I think this should be moved to rancher/windows since it is backend Windows-specific.
