I'm mostly suggesting that because JSON does not support comments, and if I distribute my project with a PPM config, I'd like to annotate the options with comments.

What do you think?

To be honest, I have the same opinion like in composer/composer#440. JSON is highly portable and pre-installed on all PHP versions.
