Specifications of the IAIS will be based on the technical solutions commonly adopted by other NSIs, taking into consideration the national circumstances of Moldova for instance about data sharing through web services. The IAIS specifications will have to rely on a metadata-driven statistical information system that manages all data and metadata. Aggregated data must be easily accessed and described for the end-users.
The main objective is the design and development of an integrated automated information system for the National Institute of Statistics of Moldova that should support the automation of each production phase of statistical processes. It should be modular and each of the modules interconnected and/or integrated each other that works as an entire system, or independently from the others.
The system we are going to implement will have five components (modules or subsystems) that will follow the above principles.
- Metadata system.
- Data Collection system.
- Data Processing System.
- Data Dissemination System.
- Administrative Data and Statistical Registers System.
The metadata system will be the main system of the metadata driven IAIS we are planning to build. A metadata-driven architecture is used to abstract function from logic. Metadata creates a logical self-describing framework for allowing the data to drive application features and functionality. We also plan to include in this system metadata about all statistical processes including data quality reports, micro, and macro data description (referential metadata and structural metadata) We plan to divide this subsystem into three more subsystems:
- Referencial Data
- Structural Metadata
- Process Metadata
