Code Sample, a copy-pastable example if possible

From a list of intervals:

In [2]: ivs = [pd.Interval(3, 14, closed='both'), pd.Interval(15, 92, closed='both')]

In [3]: pd.IntervalIndex(ivs)
Out[3]:
IntervalIndex([(3, 14], (15, 92]]
              closed='right',
              dtype='interval[int64]')

From an existing IntervalIndex:

In [4]: idx = pd.IntervalIndex.from_tuples([(3, 14), (15, 92)], closed='both')
    ...: idx
    ...:
Out[4]:
IntervalIndex([[3, 14], [15, 92]]
              closed='both',
              dtype='interval[int64]')

In [5]: pd.IntervalIndex(idx)
Out[5]:
IntervalIndex([(3, 14], (15, 92]]
              closed='right',
              dtype='interval[int64]')

Problem description

The intervals start with closed='both' but the resulting IntervalIndex has closed='right'.

Expected Output

I'd expect the resulting IntervalIndex to have closed='both':

IntervalIndex([[3, 14], [15, 92]]
              closed='both',
              dtype='interval[int64]')
