目前 OpenSumi 里对编码处理的并不多，部分交互也不尽如人意，而其他 IDE 这方面的交互会好很多，需要优化一下。

在改变编码时提示用户你选择的编码可能会改变文档内容，让用户选择自己要进行的操作

编码有问题时提醒用户。
