This PR provides the implementations of:
There are new connectors for Egeria's OMAG Server Platform and OMAG Server

XTDB has been upgraded to 1.12.3
Testing
The Runtime Manager platform methods have been tested. The Feedback Manager OMVS methods and Runtime Manager OMVS server methods have not.

Additional notes
The next step is to update EgeriaInfrastructureIntegrationConnector to work with catalog targets so that the OMAG Servers can be automatically catalogued enabling the testing of the OMAG Server methods.
