I feel like it is normal that this requiring the members intent. A permission overwrite can either return a member, or a role, and getting that member does require the intent. So I'm not too sure if this should still be something that should be done or not.

Although the card linked unfortunately doesn't have a description for me to read upon as to why this should have happened initially 😂
