Import all nonsensitive documentation into this repo #560

Migrate disparate documentation sources (Google Docs, Mana, etc) into this repository so there is a singular source for all CTMS documentation.

For all documents:

import to repo in editable format (markdown, odt, rst, etc.)
delete old contents, include some sort of "deprecation warning" and link to new home in this repo

Any nonsensitive documentation found in the aggregated folder can be migrated (or linked to) the repo
