Description

This PR improves pt-BR version of Web/API/Element/mouseover_event.
I added a sidebar to solve the #22434 and synchronized the content with the en-US version.
I was only able to translate the headings 🙂
But the contents are not translated in the current version either. And so it will at least be synchronized with the current en-US.

If someone can translate the remaining content that would be very good 👍
But even in such form, this PR significantly improves the document.
