I very much agree with you. However, more than a year later, I'm still struggling to find a good UX to combine searching in both section headers and items. For example, how should we prioritize search results when there exists a header and item with the same text? If the section header has many constituent rows, it would drown out the rest of the results that are not in the same section. Two approaches I can think of:

I find it a bit cumbersome to type
