This updates the oui.txt DB to the current master version at https://gitlab.com/wireshark/wireshark/-/raw/master/manuf
This update broke two tests. I need your help to fix then!
This also adds a GitHub Actions Workflow in
.github/workflows/build.yml(it will automatically run the tests on each push).This also adds the
ouidatapackage that bundles the oui database. This will allow us to just do aouidata.NewDB()and use the database. This is akin to the Go time/tzdata package.
