To repro, edit the standard ticket widget, select several custom fields, and then select the "show empty fields" under options.

Reported by a user on Date type; I tested a few CF types when empty, and it"s inconsistent.

Date type: not shown
Decimal type: shown (as 0.00)
Picklist type: not shown

If you"d like, I can go through and test every type, but I suspect a common cause (and therefore common fix).
