GitHub (and Gist) dependencies downloaded every time #513

I think that GitHub and Gist dependencies are unnecessarily downloaded every time update or install is ran, even if the said dependency is already there and in latest version. Again, repro in repo https://github.com/wikibus/data.wikibus.org
