Description

See fsprojects/Paket.VisualStudio#117

Repro steps

cd src/Paket.Core/
../../.paket/paket.exe restore --references-files paket.references

Expected behavior

Use cache folder in (root) nupkgs/

Actual behavior

Folder src/Paket.Core/nupkgs is used
