排查 stropts.h 是否存在在 fibjs 的依赖路径上 #574

glibc-2.30 之后，stropts.h 被彻底废弃，参见The GNU C Library version 2.30 is now available

但是发行版为了保持兼容性（有些老项目依赖了这个头文件，但是没有用），可能会在 /usr/include 下保留一个空头文件，如果 fibjs 依赖了 stropts.h 中的 API ，那么将导致构建失败

目前 CPython 已经确认出现问题，参见 BPO-41105

建议进行排查
