Example of zero-initialized BitVec? #261

I'm trying to use the bitvec package, but I'm struggling to initialize it.

let mut bv: BitVec = BitVec::with_capacity(10_000);
bv.reserve(0);
bv.set_uninitialized(false);
bv.set(1000, true);

gives me the error
index 1000 out of range: Excluded(0)

What am I doing wrong?
