IDMP-305 - Update Ontology with jurisdiction concepts as discussed in Boston workshop #240

Description:

  1. Modify the Commons ontology for regulatory agencies to support additional queries related to Jurisdiction by adding an inverse for hasJurisdiction
  2. Extend the organizations ontology to incorporate concepts including formal and informal organizations, legal persons and legal entities needed for proper representation of regulatory agencies and their jurisdictions; integrate new government entities and locations ontologies into commons
  3. Augmented the products and services ontology to include the concepts of site, facility, and venue
  4. Added new ontologies to the Commons library including reference individuals for the various entities (states), governments, and jurisdictions related to the European Commission, Council of Europe, and European Union
  5. Added two new ontologies covering European regulators and registration authorities as well as the specific registries that have an EU registrar
  6. Integrated the new ontologies with existing examples, queries, transformations and mappings
