  • Specify python3
  • add requirements.txt showing Cython dependency

Hey Ben,
thank you for you pull request. I know about the Cython dependency, but this is actually a dependency of the ConfigSpace package, which properly listed in the setup.py. I already filed an issue over there.
I shall add your python3 to the readme in a separate commit, although at this point I assume everyone uses Python 3, and my linux distribution actually has python point to python3 by now.
