we should separate between a npm script for a node operator and a deployer #33

e.g. currently a node operator is also using npm run dev or npm run dev:anon, but it re-builds and bundles the entire frontend which is actually not necessary to just run a node
but e.g. we're also not including the bundle.js file and so running vite once for now is actually necessary
