I don't think this issue is related to Trivy. Most likely the way you are running your pre-commit hook or the environment it is running in is the cause of the error, which is making Trivy fallback to embedded policies. |

hmm, its running in github actions, and only started happening recently. Perhaps github actions having issue. Will keep an eye. Thanks |

Still seeing this issue intermittently. Tends to work on retry though :/ Not sure what the root cause is |
