Disable jemalloc for windows

* Update build manifests and main file to only configure jemalloc on
  non-windows targets
* Bump version

Use jemalloc

Update app to use jemalloc rather than the system allocator

Update manifest

Disable publishing, since this isn't a library and should not be
published to crates.io

Update dependencies
