Issue Description

Basically, the R&D network controller still provides a fully accessible filesystem even when unpowered. This seems like an oversight on my half and like weird game behaviour.

What did you expect to happen?

Some network outage bollocks

What happened instead?

Nothing

Why is this bad/What are the consequences?

Feels a bit wrong, but also could be deemed valid to keep in the game if the alternative was aids to deal with.

Steps to reproduce the issue.

1. Disable server room APC
2. Console is still usable

When did the problem start happening?

After I reworked R&D

Extra information

Defo an oversight, and we will need a means to fix this on the device itself, like actually show a Network Controller Offline instead of just the link menu.
