The role of the Civil Service, as an organisation, is to ensure it meets the needs of the Government iof the day by providing advice and implementing its policies effectively. The Chief Secretary and Heads of Departments oversee the management and resources of the entire civil service and are responsible for the 5000 civil and public servants that work for HM Government of Gibraltar, all of whom serve the community.   • Ministry of Equality host first Supported Employment Conference The Ministry of Equality yesterday held its first Conference on Supported Employment at the Sunborn Hotel with the theme ‘Empowering Journeys, Igniting Careers’. The Conference was extremely well attended by many stakeholders within the public and private sector with the aim of engaging employers and changing perspectives to provide more employment opportunities for people with supported needs and disabilities. The keynote speaker, Celia Chartres-Aris who is in Gibraltar to advise on the National Disability Strategy gave an empowering talk on the value of disabled employees. Guest speakers also included Jenny Victory from the Supported Needs and Disability Office, April Smart-Devincenzi, Principal Secretary at the Ministry and Terence Lopez, Gibraltar Airport Terminal Manager who gave insight on the power of inclusive employment. Shane Danino from Hassan’s provided an insight on equal opportunities in the workplace. Benji Borastero spoke about Para Sports and his lived experiences, whilst Louise Rose, GHA, discussed occupational therapy. The Conference also had a Panel Discussion which included Gianna Da Costa from Clubhouse Gibraltar, Nicole Stevens from Bassadone Automotive Group, Yvette McElwee from Trusted Novus Bank and was chaired by Davina Barbara. The No6 Press Office also prepared a powerful video which captured the experiences of those working with Supported Needs and Disabilities which was launched at the Conference. The Chief Secretary, Glendon Martinez, said: “We as HMGoG have the responsibility to create an environment where we foster a diverse culture, but it is also our responsibility to provide the private sector with the tools to empower and enable those who are often overlooked”. The Minister for Equality and Employment, the Hon Christian Santos GMD MP, said: "this successful Conference shows that there really is an impetus from the public but also importantly the private sector, to foster a diverse workforce, not because it’s fashionable but because it makes business sense. “Our mission at the Ministry is ‘to build a community that works for everyone’ and this Conference is just another stepping stone to achieving that. So, it should come as no surprise that employing people with supported needs and disabilities will foster a culture of inclusivity that can only be beneficial to companies, investors and our community as a whole”.

  • Meet the Supported Employment Programme Team! Paul Dobinson Jolene Gomez Leon Alvez Jordan Duo The Supported Employment Programme team are based in the Ministry of Equality, Employment, Culture and Tourism. The team aims to increase employability and provide employment opportunities for members of our community who may require additional support. Under the umbrella of the programme, they will be assisting those with supported needs and disabilities, those who are undergoing a rehabilitation programme, serving a prison sentence, or need upskilling to become more employable. The team work in close collaboration with the Supported Needs and Disabilities Office, Bruce’s Farm, HMP Windmill Hill, Dept. of Employment and other entities. As part of the vocational profiling process, they identify areas and skills which each individual might benefit from developing, and refer them to the Professional Advancement through Holistic Skills programme – PATHS. This programme will give people a platform to upskill, develop and train in areas which they need, to give them opportunities to find employment, and the courses are hosted at the Digital Skills Academy. By celebrating diversity, promoting inclusion, and providing equitable opportunities, the teams aim is to ensure that Gibraltar’s workplace matches the profile of the community it shares and serves, where employees are valued for their strengths, and are given an equal opportunity to succeed, to learn, to be compensated fairly, and to advance. 

  • Meet the Civil Contingencies Team! - Ivor Lopez - Tito Danino - Brian Brooks - Laura Fortunato The Office of Civil Contingencies is at the core of Gibraltar’s emergency planning, preparedness, response and recovery. Under the strategic direction of the Gibraltar’s Contingency Council, the Office of Civil Contingencies works very closely with the GCC’s Executive Committee and the six Joint Tactical Groups responsible for the Air, Critical National Infrastructure (CNI), Cyber, Health & Social Care, Land and Maritime environments. Central to the Civil Contingencies’ work is the requirement to ensure that there is an appropriate level of preparedness to enable an effective multi-agency response to emergencies, which may have a significant impact on Gibraltar’s community. This could range from natural disasters, large-scale accidents, pandemics or terror attacks. Through the work of the GCC, the team monitors emerging risks and threats and ensures that Gibraltar is best prepared for all foreseeable eventualities. Having backgrounds in law enforcement agencies and the armed forces, the Civil Contingencies team have the experience and expertise necessary to develop multi-agency emergency response plans as well as plan and conduct multi-agency training exercises. Over the last few years, a number of major incidents / emergencies have had a significant impact on Gibraltar and Civil Contingencies have been directly involved in the strategic response to these events including: January 2020 – onwards: COVID-19 outbreak February 2022: Ukraine War (evacuation of Gibraltar / Ukrainian Nationals) May 2022: Monkeypox Outbreak July 2022: Tunnel Fire / AquaGib Water Supply Disruption August 2022: OS 35 / Adam LNG Collision August 2023: Oil Spill (Gas Venus) In addition to the work that they carry out in the planning and response to Major Incidents (including Brexit / NNO work), the team also chair the Event Safety Advisory Group where they are involved in the planning for large social and sporting events held throughout the year, such as Calentita Festival, National Day and musical festivals. It's safe to say that although the work carried out by the Civil Contingencies team at times looks like a scene out of Hollywood, it is also true that there is an immense amount of pressure on the small team of 4 to ensure that Gibraltar's readiness for emergency scenarios is kept up to date and executed flawlessly.

  • Civil Contingencies carry out Upper Rock exercise A tabletop exercise took place at No6 Convent Place on Wednesday. The exercise was coordinated by the Office of Civil Contingencies to test Gibraltar’s capabilities in the event of a major fire in the Upper Rock Nature Reserve. The Minister with responsibility for Civil Contingencies, Leslie Bruzon, oversaw the exercise which included participation from senior representatives of the Gibraltar Fire and Rescue Service, Royal Gibraltar Police, Gibraltar Health Authority Ambulance Service, Airport Fire and Rescue Service, No.6 Press Office, AquaGib and the Department of Environment’s Upper Rock Manager and Shift Supervisors. Civil Contingencies Coordinator, Ivor Lopez, said: “It is very important to carry out these exercises so we can test our capabilities and update our response plans whenever we identify risks that could make the task of emergency services even harder, especially in this context where accessibility to and from the Nature Reserve could be seriously affected”. The Minister with responsibility for Civil Contingencies, said: “We must continue to test our multi-agency approach when facing emergencies, as in the unfortunate event of a real-life incident. Our success will be measured on the Emergency Services ability to respond efficiently. I thank the Civil Contingencies Team for coordinating this table-top exercise especially in the lead up to summer where a risk of fire in the Nature Reserve is amplified”. ENDS

  • The Chief Minister Fabian Picardo met with the Foreign Secretary the Rt Hon Lord Cameron in advance of their meeting with European Commission Executive Vice President Maroš Šefčovič and Spanish Foreign Secretary José Manuel Albares this afternoon. Gibraltar has been working hand-in-glove with the UK FCDO throughout the negotiation process. The morning meeting of the UK and Gibraltar delegations included the Deputy Chief Minister, the Attorney General and the Chief Secretary among others.
